Fosters are turned away, representatives of rescues are banned making it impossible to place these animals. Help desk volunteers aren’t given the tools they need to make a difference. If you set up a failing system, you shouldn’t be congratulated for trying to fix the problem caused by the failure.

Really, how much longer will this go on? It’s about time the media stopped printing the excuse press releases and started investigating what’s going on at BARC!
